  • Hendon Central - Heathy Streets

    TfL and boroughs are also working with local communities in each area to give the high streets local branding and identity. This includes welcome signage, wayfinding to local points of interest such as markets and artwork championing subjects of local significance.

    The first six locations to receive Healthy High Streets funding include:

    • Hendon Central (Barnet) - New decorative 'Welcome to Hendon' signage will be installed along with additional cycling parking, new trees and refreshed planters around Hendon Central Tube station

  • Rushgrove Park Draft Masterplan

    Plans to improve Rushgrove Park include a new crossing of the Silkstream near Colindeep Lane, with a new access point on Colindeep Lane, joining with the existing route following the western side of the park to emerge on Crossway.  The draft masterplan describes this as the "primary shared cycle and footpath with seasonal tree avenue".

    Plans to improve Colindale Park include a 3.2m wide shared-use pedestrian/cyclist path linking Colindale Station and Sheaveshill Avenue.

    It is described in the draft masterplan as a commuting route - it's actually the 250m long path at the NE edge of the park.

  • A5 crossing A406

    Two lanes of traffic merging from left onto local designated cycle route No 5. Cyclists crossing bridge going north on the A5 have to cross fast moving traffic merging from the left. A waiting area for cyclists could be provided at the base of the bridge to allow cyclists to cross the slip road at right angles. (Southbound is in Brent)

    Cyclists going straight up the Finchley Road from Swiss Cottage to Golders Green have to cross two lanes of fast A41 traffic, where the Hendon Way turns off to the left.One possible solution would be for cycles to remain on the left and have a facility to use the pedestrian crossing across the top of the Hendon Way. Recommended route via Ardwick Road/Burgess Hill is not efficient and involves crossing 2 lanes when rejoining Finchley Road.

    TfL are consulting on significant improvements to Colindale station, including an entirely new ticket hall, a new lift providing step free access to the platforms and new homes around the station. We are seeking views on our proposals ahead of submitting a planning application for the site to Barnet Council.

    The council has prepared a draft Colindale Underground Station Supplementary Planning Document (SPD) for public consultation.

    The document sets out an approach for delivering a new station, with step-free access and increased capacity as part of a residential led mixed use proposal. The new station will be equipped to serve anticipated growth and development in the area.

    The third Mayor’s Transport Strategy (MTS) was published in March 2018 and sets out a new strategic direction for transport in London. It aims to change the way people choose to travel with an overarching vision for 80% of all trips in London to be made on foot, cycle or using public transport by 2041.

    Each London Borough has to prepare a Local Implementation Plan (LIP) containing proposals for the implementation of the MTS in its area.

    Barnet’s draft LIP includes Barnet’s transport objectives and identifies key local issues, challenges and opportunities to achieving the overarching mode share aim and nine MTS outcomes. It includes a delivery plan that sets out, in broad terms, the proposals and resources that will deliver the LIP objectives and targets associated with indicators related to the MTS outcomes.

    A number of statutory consultees will be specifically invited to comment on the draft LIP, but we want everyone who lives in or visits the borough to have an opportunity to comment too.

    A copy of the draft LIP is provided here. We would particularly like your views on:

    have the main challenges and opportunities to delivering the MTS vision and outcomes been identified (pages 24-60);
    are the borough transport objectives identified in the document (pages 26-29) suitable for addressing the challenges;
    should the LIP include other major proposals or general areas of work (pages 62-74 & 80-81);
    should any other targets be identified (pages 103-110)

  • Brent Cross South developement

    Brian Atkinson and I attended a meeting on BXS last night. Ben Tansley from Brent LCC was also present representing local residents on the Brent side of the development. I have drafted an email (see below) to Julia Finlayson of Argent. She is responsible for the road layout. I would be grateful for any comments you would like to make on this draft before I send it.

    Dear Julia

    It was nice to meet you yesterday. Thank you for your presentation at the meeting at Whitefield School. I welcome the facilities for cycling within the development but I am concerned with both the eastern and western access to the new High Street and Claremont Park Road. I learned after the meeting that the road bridge just south of the new station is not due to be completed until 2030. As discussed last night, this will mean that the eastern access to the new development will be via a subway where cycling is currently prohibited (though the ban is largely ignored) and until 2030 the western access will be via a bridge that involves lifts and where one will be expected to walk one's bike across a pedestrian bridge within the station. No-one would design facilities for cars you couldn't drive over. Why should there be cycle routes you cannot ride on?

    I understand you will be meeting Barnet's Highways officers shortly. I would be grateful if you would make the above points to them. A short term solution at the eastern end would be to remove the no cycling signs at the subway connecting the footpath behind Tescos from Marble Drive to the other side of the Hendon Way and build a short section of cycle path on the pavement from the eastern side of the subway to connect it with Woodville Gardens. I would suggest a white line through the subway demarcating pedestrian and cycle sides of the path and/or "Cyclists give way to pedestrians" signs.

    On another matter, Ben Tansley suggested at the meeting that the whole area would be suitable for a 20 mph zone. Barnet Cyclist would endorse this view and I'd appreciate if you would raise this at your meeting with Barnet Highways. You mentioned that you would be trying to reduce speeds with suitable designs and we would welcome this.

    The council is consulting on the draft Golders Green Station Planning Brief which will help to shape any future development of Golders Green Bus Station and Underground Station, together with the adjoining depot, sidings and immediately surrounding public highways.

    We consider the site of Golders Green Station as an opportunity to provide a high quality mixed use development that sensitively integrates an improved public transport interchange within the distinctive historic environment of Golders Green.

    The Draft Planning Brief has been produced to ensure that any future development improves transport connectivity and land use integration, respects and enhances Golders Green, creates high quality public realm and supports the success and vibrancy of the town centre.

    The Draft Golders Green Station Planning Brief;

    Identifies development opportunities and constraints;
    Provides guidance;
    Sets out key planning policy considerations to establish a clear set of development parameters; and
    Outlines the council’s preferred approach to any future development.

    Why We Are Consulting

    We are consulting on the draft plans to redevelop the site and we want to hear the views of local people on the proposed developments. It is important that residents and other interested parties have their say in planning policy.

    Planning Briefs form a material consideration in the consideration of planning applications.

    The closing date for us to receive comments and feedback is Thursday 11 May 2017.

    The results will then be reported to the Council’s Policy and Resources Committee so that they can be taken into account when the final version of the Planning Brief is being considered for adoption.

    The Finchley Central Town Centre Project commenced in mid-2016 to generate a town centre plan for Finchley Central. This project aims to deliver a comprehensive strategy for the Town Centre to identify and enable future investment in the town centre.

    In order to develop this strategy, we have been involving residents, councillors and businesses in a number of community engagement exercises and consultations including but not limited to ‘Shaping Finchley’s Future’ in November 2016, ‘Hello, is it Finchley you are looking for’ a highsteet consultation base set up outside Tesco with local residents on the 17th and 21st September 2016 and a business survey conducted the Summer of 2016.

    At the Shaping Finchley’s Future event, a number of residents indicated that they would like to see this initial draft strategy in order to provide more in depth feedback. In response to this, we have made the draft strategy available here and are seeking feedback.

    The Town Centre Plan aims to:
    - establish civic centres and public spaces at the core of the high street.
    - support vital employment clusters as a key employment hub for the borough.
    - identify development growth opportunities within the Town Centre.
    - make the most of heritage assets by proposing high quality public realm improvements and reaffirming the historical identity of the area.
    - improve gateways through developments, focusing on the two station gateway points into Finchley Central.
    - ease pedestrian and cycle movement with long-term wider transport infrastructure improvements.
    - create an inclusive high street that serves both local residents and worker throughout the week whilst supporting the evenining and weekend economy.
    - establish a unique identity for the town centre which celebrates its unique charactre and asssets both historically and in present time.

    The strategy has been developed in the context of the council’s Entrepreneurial Barnet Strategy and the place-based commissioning approach, which focusses on joining up council services in order to provide a better overall experience for residents and businesses.

  • A406 North Circular: Bridge Lane to Golders Green Road and Golders Green Road/Brent Street junction

    Overview
    We are proposing improvements for pedestrians and cyclists along the A406 North Circular from Bridge Lane to Golders Green Road and at the A406 junction with Golders Green Road and Brent Street. The proposals include converting some sections of footway to shared use for pedestrian and cyclists, and a new staggered shared pedestrian/cycle ‘toucan’ crossing on the westbound carriageway, adjacent to the Woodlands retaining wall.
    The proposals for the crossing are in response to safety concerns that pedestrians are crossing the A406 independently and using the central reservation as a waiting area, rather than using the pedestrian footbridge located at the junction. The existing pedestrian footbridge will remain as a secondary crossing point for pedestrians and dismounted cyclists to use.

    We propose the following:
    - A new ‘toucan’ crossing for pedestrians and cyclists on the A406 North Circular westbound carriageway, adjacent to A406 Woodlands retaining wall. This would involve widening the central reservation by 4 metres to accommodate the crossing, central waiting area and guard railing, which in turn would require minor widening of the carriageway into the footway on the north west corner of the junction
    - New shared use footway for pedestrian and cyclists at the A406 junction with Golders Green Road and Brent Street. This would involve resurfacing the footways on three of the four corners of the junction to ensure surface consistency; we would also resurface the footway north of the junction to link to our current footway works at the Woodlands retaining wall. Signage and tactile paving would be used
    - Improve the shared use footway facilities from south of Bridge Lane to link to existing shared use facilities north of Courtleigh Gardens. This would involve resurfacing the footway to ensure surface consistency and adding new signage
    - Build a retaining wall to enable widening of the footway into the grass verge embankment just south of Bridge Lane
    - Widen the existing unsignalised crossing located across Golders Green Road to 3.2 metres to enhance facilities for the north/south movement
    - Introduce Advanced Stop Lines for cyclists on the Brent Street and Golders Green Road approaches
